Definition of moment in question context with relevant formula for solving, calculus homework help

Textbook “Thomas Calculus Early Transcendentals 13th Edition” page 414, Section 6.6, Question #25 is as follows:

Graphing this equation is easy, however I’m not sure I understand if the only the line is relevant in the graph?

I would like to understand if the wire we are solving for is only the line itself, and I would like to understand the definition of “moment” as used in the context of the question, with the formula required to solve this problem.

Thanks!
